Why Hawaii is becoming a leader in U.S. EV adoption

Power's "EV Adoption Score," which is weighted based on market, consumer preference and EV availability, among other conditions, with a score of 33.8. Hawaii also is the top state for EV adoption that hasn't agreed to the California Air Resources Board's Zero-Emission Vehicle program, according to J.D. (For reference, the "Hawaii Belt" around the Big Island, or Hawaii Island, is only about 260 miles.) Power reports the top-selling EVs in the state are the Tesla Model Y, Tesla Model 3 and Ford F-150 Lightning.

Einride plans to open many EV charging stations for freight trucking on the West and East coasts, though California is the only state in which there are any EV freight charging stations of scale today. Voltera, which develops, owns and operates EV infrastructure, said the site was permitted, built, electrified and operational in under 18 months. "In the world of charging infrastructure, that's pretty remarkable," its CEO Matt Horton said in a statement. One of the first EV charging stations of scale for freight trucks is opening near the major ports of Los Angeles and Long Beach, California, as the trucking market takes some limited, but significant steps to build the infrastructure required for a long-term transition to EV trucking and net-zero shipping. Additional EV charging projects at ports in New York and New Jersey, as well as the Pacific Northwest, are planned.

California's Office of Administrative Law declined to accept the automaker's petition filed in December to overturn the California Air Resources Board (CARB) agreement and said the automaker could file suit or pursue the issue with the air resources board. The automaker said in December it was seeking to address "the competitive disadvantages arising from our continuing exclusion and to preserve our ability to best serve our customers by fairly allocating our products to all states."

Yet, in the fall of 2022, California gas prices shot up to a record high of nearly $6.50 per gallon after multiple refineries suffered outages. The shrinking number of oil refineries in California is another reason there’s a growing gap between California and the rest of the country’s gas prices. Those 11 refineries produce 90% of California’s gas and diesel fuel, according to California’s energy department. Crude stocks at the Cushing, Oklahoma, delivery hub (USOICC=ECI) fell by 2.1 million barrels in the last week, EIA said, its lowest since July 2022. The drop in inventories was driven by a 2,000 barrel per day climb in crude oil exports, the EIA data showed. Net U.S. crude imports (USOICI=ECI) fell by 3.04 million barrels per day, EIA said. Refinery crude runs (USOICR=ECI) fell by 496,000 barrels per day in the last week, EIA said, while refinery utilization rates (USOIRU=ECI) fell by 1.8 percentage points in the week.

Hedge funds and other money managers purchased the equivalent of 98 million barrels of futures and options based on crude over the seven days ending on Sept. 5. Short positions in NYMEX WTI had been reduced to just 30 million barrels on Sept. 5 from 136 million barrels on June 27. In the last 10 shorting cycles, shorts have fallen to an average of 24 million barrels. Following their repeated extension, the cuts are set to remove a total of 245 million barrels by the end of December if implemented in full. Lawmakers backing the bill say a large number of companies in the state already disclose some of their own emissions. California’s climate disclosure bill would be different because of all the indirect emissions companies would have to report. But the California bill would go beyond that, by mandating that both public and private companies report their direct and indirect emissions. Companies would have to report indirect emissions including those released by transporting products and disposing waste. Companies would have to begin publicly disclosing their direct emissions annually in 2026 and start annually reporting their indirect emissions starting in 2027.

Distillate inventories, which include diesel and heating oil, were by late August about 15% below the five-year average for this time of year, according to the Energy Information Administration. "We are living barrel to barrel and there is just no room for errors in the system," Price Futures Group analyst Phil Flynn said. Refiners have failed to build sizable stocks ahead of the seasonal surge in demand due to tight supplies of medium and heavy crude oil grades that are distillate-rich. Seasonal overhauls could take out around 2 million bpd of the country's 18.1 million bpd refining capacity, he said. "Even with soft demand, diesel inventories are stubbornly low, and cracks have rallied in search of supply or demand-side relief before winter," the analysts said.

More shoppers are choosing electric vehicles so far this year than ever, according to vehicle sales data from Cox Automotive. While EV sales have been growing healthily for the past couple of years, that trend has accelerated this year. The electric vehicle market is entering into a transition period, she said. The average electric vehicle price in July was $53,469, according to Kelley Blue Book, versus an average price of $48,334 across all vehicles. But the number of charging stations still lags behind what is needed to support a wider-scale adoption of electric vehicles.

The California Air Resources Board (CARB) said the "Clean Truck Partnership" with the Truck and Engine Manufacturers Association (EMA) includes new flexibility for manufacturers to meet emissions requirements while reaching state goals for reducing emissions. Newsom said "today truck manufacturers join our urgent efforts to slash air pollution, showing the rest of the country that we can both cut dangerous pollution and build the economy of the future." California said Thursday it agreed to modify elements of the 2024 NOx emission regulations for which manufacturers will provide offsets to maintain California emission targets.

Outsized pollution and noise from devices like gas-powered leaf blowers are driving the efforts. The gas-to-electric transition at the neoclassical landmark, which has stood for more than two centuries in Georgetown, came ahead of a ban on the use of gas-powered leaf blowers that went into effect in the nation's capital last year. California next year will ban the sale of new gas-powered leaf blowers and lawn mowers, among other equipment, though the state will still allow existing devices to be used. That's in part because about 30% of the oil-and-gas mix that powers so-called two-stroke engines, which often run tools like leaf blowers and string trimmers, isn't burned. If consumers are to be sold on the mass adoption of battery-powered electric vehicles, car dealers are going to be essential to the pitch. But she expects more Ford dealers will opt in at a future date, once they observe a meaningful consumer shift to EVs. Swedish EV trucking startup Einride has been able to so far go toe-to-toe with Tesla and its Semi in attracting top corporate clients. "In the $4 trillion freight mobility space, between 40%-50% should be electric driven by the business case today," Falck said on CNBC's "Worldwide Exchange" in an interview on Thursday after his company ranked No. "In the near-term, of course, the business case for diesel becomes slightly better," Falck said in the April interview. WASHINGTON, May 10 (Reuters) - The largest U.S. oil and gas trade lobby group said on Wednesday it believes sharp emissions cuts proposed by the U.S. Environmental Protection Agency (EPA) would result in the elimination of new internal combustion vehicles. Just said the rules would "eliminate the opportunity to improve" internal combustion and hybrid technologies "and create an outsized reliance on battery materials from other countries to meet United States' transportation needs." They testified the second day of the EPA's virtual public hearings on its aggressive proposal for cutting U.S. vehicle emissions for 2027-2032 model years. The plan would require 13% annual average pollution cuts and a 56% reduction in projected fleet average emissions over 2026 requirements. The EPA estimates the plan would result in 60% of new vehicles by 2030 being electric and 67% by 2032.
More than 100 types of common consumer products contain at least one, and often multiple, chemicals linked to cancer or reproductive and developmental problems, according to research published Tuesday in the journal Environmental Science & Technology. Many of the chemicals were found in personal care products, including nail polish, shampoo, lotion and soap. Cleaning products, particularly all-purpose cleaners, laundry detergent and dish soap, also contained numerous chemicals. To compile the list of potentially hazardous products, researchers from the Silent Spring Institute and the University of California, Berkeley, cross-referenced two databases maintained by the state of California. The second was a list of chemicals flagged as being carcinogens or reproductive and developmental toxicants by Proposition 65, California’s Safe Drinking Water and Toxic Enforcement Act.

The rule is the latest in a series of increasingly ambitious moves by California and the federal government to curb planet-warming pollution from vehicles, the nation’s largest source of greenhouse gases. The California Air Resources Board approved the regulation, which by 2045 would fully eliminate the sale of new trucks that emit carbon dioxide across the state. The rule builds in intermediate goals in the coming years for government organizations and private companies to decrease their use of diesel trucks. But the American Trucking Associations, a trade organization for the trucking industry, criticized the ban, saying that it has worked to significantly reduce emissions but needs more flexibility. The state hopes the ban will save money related to health costs caused by pollution, including asthma attacks and respiratory illness.

California regulators on Friday voted to ban the sale of new diesel big rigs by 2036 and require all trucks to be zero-emissions by 2042, a decision that puts the state at the forefront of mitigating national tailpipe pollution. The California Air Resources Board unanimously approved the Advanced Clean Fleets rule, the state's second zero-emissions trucks rule and first in the world to require new commercial trucks, including garbage trucks, delivery trucks and other medium and heavy-duty vehicles, to be electric. The mandate is estimated to deliver $26.5 billion in public health benefits in California in avoided health impacts and deaths due to diesel pollution. "There is no acceptable level of exposure to deadly diesel pollution — so it has got to go, for the sake of our health and our lungs." Some of the country's major truck manufacturers and their lobbying groups have strongly opposed the regulations, arguing that requirements are costly as electric models are more expensive than diesel trucks.
The rule also require transitioning existing fleets to zero-emission vehicles. Big rigs, local delivery and government fleets must transition to zero emission by 2035, garbage trucks and local buses by 2039, and sleeper cab tractors and specialty vehicles by 2042. American Trucking Associations Chief Executive Chris Spear criticized the decision to force motor carriers to purchase zero-emission vehicles. On Thursday, CARB adopted new locomotive regulations requiring that by 2030 only those less than 23 years old could operate in the state. The Biden administration must still approve waivers for California to implement the new regulations.
